Lok Sabha Passes Pharmacy (Amendment) Bill 2023 to Provide Clarity on Pharmacist Registration

In a significant move, the Lok Sabha has approved the Pharmacy (Amendment) Bill, 2023, aimed at resolving the ambiguity surrounding the status of pharmacists registered or qualified under the Jammu and Kashmir Pharmacy Act, 2011. The Bill seeks to bridge the gap between the Jammu and Kashmir Pharmacy Act, 2011 and the Centre’s Pharmacy Act, 1948.

Under the provisions of the Pharmacy (Amendment) Bill 2023, individuals registered as pharmacists under the Jammu and Kashmir Pharmacy Act, 2011 or possessing qualifications specified by the 2011 Act will be officially recognized as pharmacists under the Pharmacy Act, 1948. To avail this recognition, applicants must submit a registration request within a year of the amendment’s enactment and fulfill the associated fee requirement.

This bill, which received unanimous approval through a voice vote in the Lower House, effectively addresses the uncertainties pertaining to the status of individuals registered or qualified under the Jammu and Kashmir Pharmacy Act.

Union Health Minister Mansukh Mandaviya lauded the Pharmacy (Amendment) Bill for its positive impact on the youth of Jammu and Kashmir. Mandaviya underscored India’s pivotal role as a global pharmaceutical provider, emphasizing the government’s commitment to delivering quality and affordable medications to its citizens.

During the bill’s discussion, Mandaviya highlighted the accelerated development in Jammu and Kashmir following the revocation of Article 370. He pointed out that the region is experiencing robust growth in health infrastructure, railway connectivity, and highways, leading to increased employment opportunities for local residents.

Additionally, Mandaviya informed the House that over five crore individuals have already benefited from the Ayushman Bharat scheme, illustrating the government’s dedication to providing comprehensive healthcare coverage.
